The Council rules with an iron grip and a set of opaque laws that only they understand. Threatened by this revelation, the Council dispatches Velan to destroy the document and suppress any revolt sparked by its existence. They do not realize that the Storyteller-Reformer has joined forces with a few courageous individuals led by Alara, the Environmental Activist, to break free from the shackles of oppression.
