Sanctions: Understanding U.S. OFAC Rules, Screening and Compliance is a professional guide by Lynette Leslie, a certified and experienced compliance expert. The book offers a wealth of information on U.S. sanctions and explains how to navigate the complexities of the U.S. sanctions regime by following the regulations, investigating evidence, and making the correct operational decisions. We learn about sanctions regulation; rejection and blocking of transactions and OFAC reporting; OFAC’s general and specific licenses and exemptions; sanctions screening; ownership and hidden connections; documenting and escalating sanctions-related findings; use of AI in sanctions screening and the importance of human oversight. The book also includes step-by-step practical workflows, case studies, a workbook with model answers, and highlights implementation pitfalls to avoid.
As a group compliance officer, I read Sanctions with great interest. I appreciated the succinct, structured, beginner-friendly explanation and learning tools that let me finish the book in one sitting. OFAC sanctions are complex, and junior analysts may find them challenging, so I appreciated that the book was written with junior compliance analysts in mind and benefiting senior compliance professionals. I liked the textbook-style, user-friendly format where each chapter states the learning objective, presents a well-structured, concise explanation followed by a case study, and ends with a self-assessment quiz to test understanding. I am grateful to Lynette Leslie for sharing her extensive professional experience in sanctions compliance in this must-read, desktop guide. It helped me refresh and critically assess my quality assurance methodology as a senior compliance decision-maker. I highly recommend this book to junior and senior compliance analysts tasked with U.S. sanctions compliance.
