Frizzle's Rainbow in the Clouds, written and illustrated by Rhonda Goodall, tells the story of Frizzle and Timmy. After a conversation with Mr. Owl about a song that encourages being "a rainbow in someone's cloud," Frizzle meets a frightened young turtle stranded on the side of the road. Timmy explains that he became trapped as cars rushed past him, after two men picked him up and placed him on the side of the road. Frizzle promises to stay with him until he feels safe again. The two become friends, and Frizzle helps Timmy cross the road and reach the water. On his way home, Frizzle stops by Mr. Owl's tree to share how he had the chance to be the rainbow in Timmy's cloud, just as Mr. Owl had taught him earlier that morning.
