The Dragon Who Couldn’t Breathe Fire by Sayuri Perera follows Puff, a gentle blue dragon who lives in a sunny village. His best friend is a boy named Toby. While other dragons breathe flames, Puff can only make a frosty mist, and the village children tease him, calling him “Frosty Puff.” As the village prepares for the Summer Sun Festival, a gust of wind knocks a lantern into some hay, and the baker’s tent ignites. Flames spread from stall to stall, and smoke fills the air. Toby urges Puff to help, but Puff thinks he’s of no use. Will Puff realize he has a different kind of gift that could save the village from being consumed by the fire before it’s too late?

Sayuri Perera has created an uplifting picture book with child-friendly lines, and her choice of illustrations looks cinematic as they help to shape the story. The story is full of energy that emphasizes sounds and motion, and makes this a lively read-aloud. There is a gentle moral to this story that teaches children how what makes them different can also make them valuable. The artwork guides young readers through the chaos of the fire, but it also centers them on Puff’s feelings of embarrassment, self-doubt, and then resolution and joy. It is a message of self-acceptance. The Dragon Who Couldn't Breathe Fire can easily fit alongside other modern favorites about difference and courage, like Jessie Sima’s Not Quite Narwhal or Tom Percival’s Perfectly Norman.
